Heat shield rattle

How is the perforated heat shield above the offside silencer meant to be secured? Mine is loose and gives a terrifying rattle on start up and yes, it is definitely the heat shield and nothing catastrophic!
 
There are threaded studs on the frame rails where the heatshields are supposed to attach to, but the mounting holes one them corrode away. I've had to put large washers on mine to keep them in check.
