Can the cat bolts be cut off without removing exhaust?

Hi all,

Quick question as trying to work out the next steps.

After my car failed it's MOT due to a cracked flexi on the exhaust, and the one time I really needed it, I fitting a new pair of TopGear valved exhausts and got the 200 CEL cats at the same time.

I ran out of time to get the cats replaced, as they were not going to come off easily! The bolts will need to be drilled, cut, destroyed etc...

Is it possible to get those bolts removed without having to remove the rear bumper, heat shields and exhausts? Or is it everything out again to get to it all?
