As per the above ....

and which is it when the vacuum is applied, are you opening or closing the valves.

The vacuum closes the valves (makes it quieter) AFAIK, mine barks on start up and quietens as soon as vacuum builds (997 though, I'd have thought 996 the same)
 
Default is valves open, louder, switch pse off button illuminates and exhaust is quiet.
There is a reduction in exhaust note between about 2000 & 3000 rpm then it kicks in again, I understand it's to do with noise abatement in US.

No, the 996 is reverse.

(Don't ask me why, EU noise emissions I would imagine)
