IS IT POSSIBLE TO UPGRADE 996 C2 '98 BRAKES TO 996 TURBO BRAKES AND WOULD I NEED DISCS AS WELL AS CALIPERS.

yes... discs & pads, callipers, calliper plates & a few bolts & bits are all different

Just change the pads for something more suitable. Why else would you need larger brakes, unless it's for cosmetic reasons.
