991.2 Rear Fog Lights

Only have one rear fog light which is on the drivers side. Should there be fog lights on both sides ? Can't find an answer in owners manual.
 
Both clusters are fitted with bulbs and holders but only drivers side is generally
wired up, sometimes people have wired up the other side as well.
