I thought the quad pipes are only on the S model not the base?

Available on the base car. Just go to the configurator and spec Sports Tail Pipes in black or Silver.
 
A bit of info below and a few aftermarket options for the 991.2 exhaust tips, if you want PSE, either a straight replacement of the tips or a conversation to a central quad:
